Capital Needs Assessment (CNA) Guidance

The U.S. Department of Agriculture, Rural Development Department, recently issued an Unnumbered Letter (UL) that provides clarification and guidance on the Rural Development Capital Needs Assessment (CNA) Process. 

MFH properties that are an asset of Rural Development utilize the CNA to record the physical conditions of the property and provide the basis for establishing a reserve account that is assigned to address the physical replacement and repair concerns that are projected to occur.   By following the guidance outlined in the UL, there is a higher probability of acceptance of the application as well as a higher probability of successful performance of the property during the CNA cycle.  Accuracy of the report and the timeliness of the review process are critical to the CNA process providing a benefit to the property.
